[Halld-offline] Calibration jobs, take 2

Hi Offliners et al.,

I've started up a new batch of calibration jobs, after some issues with
various subdetectors were addressed.  Per-channel calibrations are now
being done on runs satisfying the @is_2018production query (excluding the 2
HV scans).  Skims will follow as these jobs finish.

The skims will show up in the following directory:
/cache/halld/RunPeriod-2018-01/recon/ver01
Note that all of the skims will show up here (no more multiple directories!)

Summary wiki pages will be forthcoming.
