[Halld-offline] sim-recon branch with old track matching

Folks,

For what it's worth, I did make a branch of sim-recon, up-to-date in all 
respects except for Simon's new track matching, i. e., an old track 
matching branch. This was motivated by discussion at the last offline 
meeting. I have not tried testing it, but it is there for those who 
might be interested. The branch name is "revert-pr-1008", so named 
because the new track matching code came in with Pull Request #1008.

If there is sentiment for a group build, let me know.
