small correction: we have 50M NERSC units, 96 units per KNL 68 core 
node, thus 520k KNL node hours, 35M KNL core hours, worth 8.3M haswell 
core hours I believe...  I'd like to productively consume this by mid 
December at the latest, so a first campaign using 10% would be nice if 
that was a good fit (within a factor of 2?)
