[Halld-offline] new version file (version_2.35_jlab.xml) with new sim-recon tag for bggen simulation

Folks,

Put John Hardin's plug-ins on the recon-2017_01-ver02-sim branch. Tagged 
it as recon-2017_01-ver02-sim_ver03. It is out on Oasis now and has been 
built on all four platforms at JLab.

The version file that uses it is version_2.35_jlab.xml. Find it on the 
web at
