[Halld-offline] new version file (version_2.35_jlab.xml) with new sim-recon tag for bggen simulation

Had to re-tag sim-recon recon-2017_01-ver02-sim_ver03 to add some 
missing HDDM python modules. Just did the rebuild on all five platforms.
