[Halld-offline] Proposal on splitting sim and recon

Dear Offliners,

Following up on a discussion at the last offline meeting, we present a
concrete motivation and proposal on splitting sim-recon into two separate
repositories.  Briefly, although we recognize that subdividing the
repository into several subcomponents is well-motivated, this split is
motivated to solve several development and deployment problems encountered
in the generation of simulations for the data taken over the past year.  If
this transition is successful, further subdivision could be possible in the
future.
