[Halld-offline] scratch disk file lifetime extended

Folks,

Please note that the auto-deletion policy for /u/scratch, the networked 
scratch partition, has changed. Files left un-accessed (i. e., unread) 
for 60 days will be deleted. For many years the limit was 14 days. So 
your scratch disk files will now live four times longer than they used to.

Current usage looks like this:

 > df -h /u/scratch
Filesystem        Size  Used Avail Use% Mounted on
jlabscr:/scratch   23T  7.7T   16T  34% /u/scratch

The partition is mounted all jlabl*, farm*, and ifarm* nodes. All users 
have a /u/scratch/username directory created when their accounts are 
created.
