[Halld-offline] Reconstruction Launch: 2017-01 ver03

Dear Colleagues,

I am happy to announce that the third full reconstruction launch over 
the 2017-01 data (ver03) is now complete. We were able to process 6 
million CPU-hours in about 30 days. Only 3 out of 42,174 jobs could not 
be reconstructed successfully.
