[Halld-offline] New version of build_scripts: version 1.39

Folks,

Some small improvements:

  * Fix build of cernlib to find lapack and create paw binary.
  * Treat lapack as an independent package with its own home directory.
  * Move build_halld.csh from here to /home/gluex/bin.
  * Differences from 1.38

Version 1.39 is now the default at JLab.
