[Halld-offline] New version set: version_4.7.2.xml

Mark,

I've created a new, sub-minor-changing version set, version_4.7.2.xml 
<https://halldweb.jlab.org/halld_versions/version_4.7.2.xml>. The only 
change is to move hd_utilities from 1.17 to 1.18 
<https://github.com/JeffersonLab/hd_utilities/releases/tag/1.18>. The 
previous release is quite old (January).

version_4.7.2.xml will become the default at midnight tonight.
