[Halld-offline] /mss/halld/halld-scratch will be zero'ed

Folks,


The tape volume set represented by /mss/halld/halld-scratch will be 
recycled next week to reclaim the tape volumes. This volume set is meant 
for tests and temporary storage only. As you know, we recycle the 
volumes every decade or so. If you have been using it for anything 
important, please re-locate those files before the tapes are overwritten.
