[Halld-offline] time history plots of Hall D computing resources

Hi Mark,
FYI, related to this there was a request at the bi-weekly meeting to add some information on the Offline Software wiki to describe how users should use the various disks we have and guidance on what to store where and how much space users should use on the /work disk, for example. The goal being that users would read this before they begin launching lots of jobs and prevent some cases of users inadvertently filling up the disk.
