[Halld-offline] New version set: version_4.1.0.xml

Hi Mark,

  So is the plan to not build the default (non-“+opt”, non-“+dbg”) versions at JLab? My
instinct is that we would want the optimized+debug version for running launches so
we can diagnose error logs but not pay a premium in farm allocation by running unoptimized
code.

The current intention is to use this version set for reconstruction of Spring 2018 data.

Defaults at JLab will change to the optimized version set at midnight tonight.
