[Halld-offline] Bug fix release of halld_recon: version 4.1.1

Also if not at jlab then you need

wget
https://halldweb.jlab.org/resources/DIRC/LUT/lut_commissioning_2019_v10.root


in /home/gluex/resources/rhel6/DIRC/LUT


(or whatever you have instead of rhel6).


hd_root 4.1.1 tries to download this automatically with curl but fails. At
first I thought it was a permissions issue, but it also failed after
logging into the account which owns /home/gluex so maybe the problem was
that DIRC/LUT directories were missing.  Anyway I did the two mkdirs and
used wget, that worked.
