[Halld-offline] Several new packages releases, new version set file: version_4.0.0.xml

Folks,

The big change in this new version set is the introduction of DIRC 
reconstruction and simulation software. The relevant code has undergone 
development on branches of our repositories; last week those branches 
were merged to their respective master branches.

The new version set file is version_4.0.0.xml. It comes in three flavors:

 1. https://halldweb.jlab.org/dist/version_4.0.0.xml
 2. https://halldweb.jlab.org/dist/version_4.0.0_opt.xml
 3. https://halldweb.jlab.org/dist/version_4.0.0_dbg.xml

(1) corresponds to the "_jlab" version sets that were the default at 
JLab until now. (2) gives an optimized version for halld_recon and 
halld_sim, with no debugging symbols. (3) gives a build with no 
optimization but with debugging symbols. (2) or "_opt" is now the 
default at JLab. Also the old default, (1), is not built publicly at 
JLab; the other two are. The system was described in slides at the last 
software meeting

The new released contained in this version set are:

The default version at JLab will change at midnight tonight to this version.
