[Halld-offline] latest updates to ccdb GEOMETRY

Hi Richard,

Thanks a lot for updating the CCDB.  Sorry for not following up sooner
on this, but at the Software meeting on Tuesday, there was some
general agreement that we would prefer to add the shielding in to the
CCDB geometry only after Ashley has finished verifying that it give
the expected effect.  Would you mind taking the TOF shielding out of
the version you put in the CCDB?
