[Halld-offline] New version set: version_recon-2017_01-ver03_9.xml

Folks,

I've published and built a new version set, 
version_recon-2017_01-ver03_9.xml. Find the complete line-up of versions 
here 
<https://halldweb.jlab.org/halld_versions/version_recon-2017_01-ver03_9.xml>. 
This version set has no new package tags, rather it uses the 
recon-2017_01-ver03 tag of halld_recon, with the latest tags for 
halld_sim (4.3.0) and hdgeant4 (2.2.0). This combination is new. It is 
consistent with the reconstruction used in the latest pass on Spring 
2017 data, but with modern simulation code. Peter Pauli pointed out that 
we were missing this combination.

It has been built on all five platforms.
