[Halld-offline] Reconstruction Launch 2018-08 ver02: low energy

Dear Collaborators,

We reprocessed the 'low energy' data set taken in Fall 2018 in order to 
to be consistent with the reconstruction of the full data set.

The REST files for the 48 runs in the range 51384-51457 can be found on 
tape:

/mss/halld/RunPeriod-2018-08/recon/ver02/REST/

Extracted random triggers, histograms and trees can be found in the same 
location. A subfolder with merged histograms and trees is included. The 
results can also be inspected on the monitoring web-pages:
