[Halld-offline] New version set: version_4.11.0.xml

Three packages have been upgraded and put into a new version set file, 
namely version_4.11.0.xml 
<https://halldweb.jlab.org/halld_versions/version_4.11.0.xml>.

The following packages have been updated.

  * halld_sim 4.10.0
    <https://github.com/JeffersonLab/halld_sim/releases/tag/4.10.0>
  * halld_recon 4.10.0
    <https://github.com/JeffersonLab/halld_recon/releases/tag/4.10.0>
  * hdgeant4 2.8.0
    <https://github.com/JeffersonLab/HDGeant4/releases/tag/2.8.0>

The links are to the release notes for each package.

Note that this version set supports the nuclear ions that Richard Jones 
defined recently. It is also meant as a base for a new round of debugging.

version_4.11.0 will become the default at JLab at midnight tonight.
