[Halld-offline] New version set: version_4.10.0.xml

There is a new version set ready to go: version_4.10.0.xml 
<https://halldweb.jlab.org/halld_versions/version_4.10.0.xml> .

This set has updates to the following packages, listed here with their 
new version numbers:

  * hdds 4.5.0
  * halld_recon 4.9.0
  * halld_sim 4.9.0
  * hdgeant4 2.7.0
  * gluex_root_analysis 1.7.0

This version set will become the default at midnight tonight.

Note that there have been some technical difficulties with the builds 
against old reconstruction launch versions of halld_recon. Those are 
getting irons out as I write this. Those version sets should be released 
soon.
