[Halld-offline] new versions sets: old recon, new sim

Responding to popular demand, I've built the following three version 
sets which use the same halld_recon as the corresponding reconstruction 
launches:

  * recon-2017_01-ver03_11.xml
    <https://halldweb.jlab.org/halld_versions/recon-2017_01-ver03_11.xml>
  * recon-2018_01-ver02_3.xml
    <https://halldweb.jlab.org/halld_versions/recon-2018_01-ver02_3.xml>
  * recon-2018_08-ver02_2.xml
    <https://halldweb.jlab.org/halld_versions/recon-2018_08-ver02_2.xml>

where each version set has the latest tagged release of halld_sim, 
hdgeant4, and gluex_root analysis. Note that hdds had to be promoted to 
the lastest version to support the new hdgeant4; thus these builds do 
not have the same hdds as that used in their corresponding 
reconstruction launch.

All are available on CentOS7 and RHEL7 at JLab and on Oasis.
