[Halld-offline] Monitoring Launch 2019-11 ver08 batch03

Dear Colleagues,
We also completed the third batch of the monitoring launch, adding
another 93 runs in the range 71728-71855 to the data quality monitoring
efforts.
The fourth batch with the runs 71863 to 71942 was started today.
