[Halld-offline] Monitoring Launch 2019-11 ver08 batch02

Dear Colleagues,
We completed the second batch of the monitoring launch over this years
data set. It includes 90 more runs in the range 71592 to 71727.
The third batch with the runs 71728 to 71855 was started today.
