[Halld-offline] Monitoring Launch 2019-11 ver08 batch01

Dear Colleagues,

We just completed a monitoring launch over the first part of the Spring 
2020 data set. We used the latest halld_recon, tagged 
'offmon-2019_11-ver08', to run over the first 5 files of each run in the 
range 71350 - 71591, selected with "@is_dirc_production and status!=0". 
These are all runs collected with the beam currents of 150nA and 250nA.
