[Halld-offline] New version set: version_4.18.0.xml

Folks,

There is a new version set out there, version_4.18.0.xml 
<https://halldweb.jlab.org/halld_versions/version_4.18.0.xml>. This only 
differs from 4.17.0 in that it has the just-released version of 
MCwrapper,v2.4.0 
<https://github.com/JeffersonLab/gluex_MCwrapper/releases/tag/v2.4.0>.

It had been deployed on the three platforms at JLab and will become the 
default at midnight tonight.
