[Halld-offline] New patched version set: 4.24.1

Folks,

There is a new version set, 4.24.1 
<https://halldweb.jlab.org/halld_versions/version_4.24.1.xml>, that 
contains a new, recently patched, version of hdgeant4, 2.16.1. This 
fixes recently reported problems at start-up. Here are the release notes:
