[Halld-offline] New version set: version_4.24.0.xml

Folks,

I forgot one detail about the new tag of HDGeant4 in this version set. 
You will need to install the libtirpc-devel RPM on your machines to do 
the build. This has already been done on the farm, ifarms, and jlabl3, 
jlabl4, and jlabl5 at the Lab.

There are also new Docker and Singularity containers with the addition 
of this RPM. The Singularity container is

   https://halldweb.jlab.org/dist/gluex_centos7.7-2.simg

and the Docker container is

https://hub.docker.com/repository/docker/markito3/gluex_docker_devel

Note the "prod" version of the Docker container remains unchanged, i.e., 
it does not have the new RPM. This is out of an abundance of caution. 
The prod version is the one used on the OSG and at NERSC (I think). This 
should be OK, since libtirpc-devel is only necessary to build the latest 
HDGeant4, not to run it.
