[Halld-offline] recon-launch compatible version sets with halld_sim 4.21.0 and hdgeant4 2.16.1

Analyzers,

I have build the standard three recon-launch compatible version sets 
with the latest versions of halld_sim (4.21.0) and hdgeant4 (2.16.1). 
These are the versions used in version_4.25.0.xml 
<https://halldweb.jlab.org/halld_versions/version_4.25.0.xml> which was 
recently released. The version sets are:

  * recon-2017_01-ver03_19.xml
    <https://halldweb.jlab.org/halld_versions/recon-2017_01-ver03_19.xml>
  * recon-2018_01-ver02_11.xml
    <https://halldweb.jlab.org/halld_versions/recon-2018_01-ver02_11.xml>
  * recon-2018_08-ver02_10.xml
    <https://halldweb.jlab.org/halld_versions/recon-2018_08-ver02_10.xml>
