[Halld-offline] New version sets to address slow hdgeant4 jobs

Offliners,

There have been several reports of strange behavior with RPC and 
hdgeant4 over the past day or so. I've built some new version sets to 
try and address the issue. Unfortunately, there is a bit of speculation 
here (see below) and I am not sure that these new version sets will 
solve problems folks have been seeing, but the changes are small and I 
think they are worth a try.


      New, recommended version sets

  * version_4.26.0.xml
  * recon-2017_01-ver03_20.xml
  * recon-2018_01-ver02_12.xml
  * recon-2018_08-ver02_11.xml

version_4.26.0.xml is now the default at JLab


      Old, deprecated version sets

  * version_4.25.0.xml
  * recon-2017_01-ver03_19.xml
  * recon-2018_01-ver02_11.xml
  * recon-2018_08-ver02_10.xml

Please try to avoid using these.

The recent use of libtirpc to replace RPC calls needed by ROOT is 
suspected to be causing large number of RPC calls. This replacement was 
part of the work to make our software compatible with future 
distributions, those beyond our current default of CentOS 7.7. So the 
new version sets simply drop the use of libtirpc when building hdgeant4 
to see if that is what is causing the problem.
