[Halld-offline] New work disk partition: /work/halld3

Folks,

We have received an expansion of our work disk space. /work/halld3 is 
now available with 50 TB, all free right now. Recall that /work/halld is 
210 TB, so this is a significant increase. /work/halld3 is a completely 
separate partition; it is not an expansion of our old work disk space.

BTW, space on /work/halld remains extremely tight right now. with only 3 
TB free. Clean up of that partition is still urgent.

P. S. In case you are wondering, /work/halld2 still exists, but is in 
fact a part of the /work/halld. It only appears as a separate system via 
tricks with links. Its existence is actually a historical artifact.
