[Halld-offline] New work disk partition: /work/halld3

Folks,

I've been asked if this is a request to move stuff from /work/halld to 
/work/halld3. Clearly that would help. Anything that keeps /work/halld 
from hitting the ceiling is better than hitting the ceiling.

That said, we would rather have people get rid of old, unused stuff on 
/work/halld, either by archiving to tape or deletion. Another 
consideration is that if stuff is moved, then suddenly it all appears to 
be recently read, which defeats identification of truly un-read files.
