[Halld-offline] New version set, version_4.23.0.xml, and related recon-launch compatible version sets

Versionistas,

There is a new version set built at JLab and on Oasis now, 
version_4.23.0.xml 
<https://halldweb.jlab.org/halld_versions/version_4.23.0.xml>. It 
contains new, updated versions of the following packages:

  * hdds 4.9.0 <https://github.com/JeffersonLab/hdds/releases/tag/4.9.0>
  * halld_recon 4.18.0
    <https://github.com/JeffersonLab/halld_recon/releases/tag/4.18.0>
  * halld_sim 4.19.0
    <https://github.com/JeffersonLab/halld_sim/releases/tag/4.19.0>
  * hdgeant4 2.15.0
    <https://github.com/JeffersonLab/HDGeant4/releases/tag/2.15.0>
  * gluex_root_analysis 1.12.0
    <https://github.com/JeffersonLab/gluex_root_analysis/releases/tag/1.12.0>
  * hd_utilities 1.24
    <https://github.com/JeffersonLab/hd_utilities/releases/tag/1.24>

where the links go to the corresponding release notes. This version set 
will become the default at midnight tonight at JLab.

In addition, the following recon-launch compatible version sets are 
built at JLab and available on Oasis:
