[Halld-offline] New version set, version_4.23.1.xml

Responding to a decision at today's P&A meeting, I have tagged and built
a patch version of halld_recon, version 4.18.1
<https://github.com/JeffersonLab/halld_recon/releases/tag/4.18.1>. This
brings in detector hit statistics for the REST format.
Correspondingly, there is a new version set, version_4.23.1
<https://halldweb.jlab.org/halld_versions/version_4.23.1.xml>, that uses
this version of halld_reon. 4.23.1 will become the default tonight.
Note that the recon-launch-compatible version sets are unaffected by
this change.
