[Halld-offline] Monitoring Launch 2019-11 ver16 batch01

Dear Colleagues,

We completed the first batch of presumably the final round of monitoring 
launches before the REST production of the Spring 2020 data set. We used 
the software versions specified in the release 'version_4.23.1.xml'to 
produce the first 2 and the last 2 files of the runs in the range 71350 
- 71591. This is considered to be a final test, and should also include 
the necessary information to fill the fiducial map for the beam current. 
Please report quickly in case you observe any inconsistencies.
