[Halld-offline] Monitoring Launch 2019-11 ver16 batch03 and 04

Dear Colleagues,

The final monitoring launch ver16 has now run over the first 4 batches, 
360 runs in the range 71350 - 71942.

The start of the full REST production at NERSC is imminent.
