[Halld-offline] [EXTERNAL] default vertex for bggen

I just checked the code in bggen, and the vertex position defaults to
(0,0,0) which is what it should do to get hdgeant/hdgeant4 to assign the
vertex position according to the run number. You can override the default
in bggen, but to do that you would need to add a new card to run.ffr
(fort.15)

        VERTEX 1.5 -0.5 57.9

or something like that, which I think no one is doing. So the default
behavior of bggen is what we want for the default behavior of other
generators, I think.
