[Halld-offline] version_4.21.1.xml [Re: New version set: version_4.21.0.xml]

Folks,

There was a last minute change last night to get some CDC related 
commits into the latest default version set. The new version set file is 
version_4.21.1.xml 
<https://halldweb.jlab.org/halld_versions/version_4.21.1.xml> and it 
uses version 4.16.1 of halld_recon 
<https://github.com/JeffersonLab/halld_recon/releases/tag/4.16.1>. This 
is now the default at JLab.
