[Halld-offline] recon-launch-compatible version sets

Folks,

Three new version sets to announce. Each is compatible with the recon 
launch contained in their names. Each has been built at JLab on all 
three platforms:

  * recon-2017_01-ver03_17.xml
    <https://halldweb.jlab.org/halld_versions/recon-2017_01-ver03_17.xml>
  * recon-2018_01-ver02_9.xml
    <https://halldweb.jlab.org/halld_versions/recon-2018_01-ver02_9.xml>
  * recon-2018_08-ver02_8.xml
    <https://halldweb.jlab.org/halld_versions/recon-2018_08-ver02_8.xml>

They all have the latest versions of halld_sim, hdgeant4, 
gluex_root_analysis, MCwrapper, and hd_utilities.
