[Halld-offline] New version set: version_4.21.2.xml

Folks,

So soon, so soon. Things are moving rapidly on the software development 
front! There is a new version set, with recently added features for the 
impending reconstruction launch. It is version_4.21.2.xml 
<https://halldweb.jlab.org/halld_versions/version_4.21.2.xml>. The 
change is an updated version of halld_recon, version 4.16.2. 
<https://github.com/JeffersonLab/halld_recon/releases/tag/4.16.2>

This version set has been built on all platforms and will become the 
default at JLab at midnight tonight.
