[Halld-offline] new versions sets: version_4.17.0.xml and three recon launch sets

      Version sets

I've built four new version sets. They are (links to roster of packages 
included in the version set):

  * version_4.17.0.xml
    <https://halldweb.jlab.org/halld_versions/version_4.17.0.xml>
  * recon-2017_01-ver03_15.xml
    <https://halldweb.jlab.org/halld_versions/recon-2017_01-ver03_15.xml>
  * recon-2018_01-ver02_7.xml
    <https://halldweb.jlab.org/halld_versions/recon-2018_01-ver02_7.xml>
  * recon-2018_08-ver02_6.xml
    <https://halldweb.jlab.org/halld_versions/recon-2018_08-ver02_6.xml>

version_4.17.0.xml will become the default at JLab at midnight tonight.

These four version sets contain several new releases of individual 
packages. Links in the following sections are to release notes.
