[Halld-offline] new versions sets: version_4.17.0.xml and three recon launch sets

Folks,
Peter Pauli pointed out an minor oversight in the
recon-launch-compatible version sets I released last Sunday. I had
neglected to upgrade the version of CCDB to 1.06.07 for those three. I
have built three more version sets that should be used in favor of the
ones from the weekend. They are:
* recon-2017_01-ver03_16.xml
<https://halldweb.jlab.org/halld_versions/recon-2017_01-ver03_16.xml>
* recon-2018_01-ver02_8.xml
<https://halldweb.jlab.org/halld_versions/recon-2018_01-ver02_8.xml>
* recon-2018_08-ver02_7.xml
<https://halldweb.jlab.org/halld_versions/recon-2018_08-ver02_7.xml>
The difference between these and the deprecated version sets would only
be in CCDB CPU performance (not results) and only if using a MySQL server.
Note that doing whole new version sets, rather than just overwriting the
old ones, is overkill, but way easier to explain.
