[Halld-offline] Possible fix to stalled projects

Over the last almost 6 months we have experienced a large quantities of projects stalling out.  Some bugs were found and thanks to Sean we may have a fix for this problem.  Eager to test out the fix I will be modifying a few stalled projects’ version set and resubmitting them to see if things are indeed fixed.  For many these projects are stalled out at 99+% from months ago.  For these I will be declaring them complete.  Submitters will get an email when I’ve done this.

My apologies for these stalled projects and lets hope Sean solved the problems
