[Halld-offline] New version set, version_4.19.0.xml

Folks,

Remember the issue with the incomplete container build? See below.

I rebuilt the container to accommodate the new version of hdgeant4 
(2.12.0). It has been deployed on the OSG now. This fixes version set 
4.19.0 and 4.20.0 for container running. As I predicted, it took longer 
than 5 minutes.
