[Halld-offline] Build Scripts not adding /apps/bin to PATH

Folks,

The new pull requests to hdds, halld_recon, and halld_sim required a 
change to Build Scripts. The change is on a branch (no_more_apps_bin) 
and that branch has been installed as the default at JLab. So no new 
release yet; it is just a branch.

The change is that /apps/bin is not added to the PATH list by Build 
Scripts at JLab. Note that this a JLab-only thing. This change is not 
likely to affect many of you, but it may bite someone out there, thus 
this message. If you do see problems with your environment, let me know 
and we can sort it out.
