[Halld-offline] clean up of some halld_recon builds

Folks,

To make room on the group disk I backed up and deleted the following 
tagged builds of halld_recon:

  * recon-2018_08-ver02
  * recon-2018_08-ver00
  * recon-2018_01-ver02

I don't believe they are used any more as there are more recent patches 
of these recon-launch-compatible builds. Still if they are needed let me 
know; they can easily be restored.
