[Halld-offline] recon-launch-compatible version sets with recent patches

Folks,

The following new, recon-launch-compatible version sets are now 
available at JLab and on Oasis. They have Sean's patches incorporating 
Richard's change to output the tagger counter ID into REST files. All 
have been the latest versions of halld_sim (4.29.0 
<https://github.com/JeffersonLab/halld_sim/releases/tag/4.29.0>) and 
hdgeant4 (2.21.0 
<https://github.com/JeffersonLab/HDGeant4/releases/tag/2.21.0>) on-board.
