[Halld-offline] Bug fix release of halld_recon: restore the REST version number

Folks,
New version sets have been created and built at JLab with a new patch to
the REST format in place in halld_recon. They are:

Version set 4.37.2 is now the default.
As part of the improvements to the tagger energy determination, the
tagger (micro and hodo) counter ID was added to the REST format. In that
process the sub-minor version number in the REST header got incremented
by one (1.1.0 -> 1.1.1). This caused code using the old REST reader to
reject REST files written with the new info, even though, because of the
nature of the change, the new files are perfectly compatible with code
using the old reader. Richard Jones put in a patch, restoring the old
version number to the new REST specification.
The builds of the previous iterations of these version sets (those with
the bug) will be deleted from the group disk later today. They were

Yunjie Yang first ran into this problem earlier in the week. (Yunjie: I
am going to delete that special version set I made for you, you can use
the new ones.) Thanks to him for reporting the issue.
