[Halld-offline] New release of Build Scripts: version 2.16

Folks,

I've tagged a new version of build scripts, version 2.16. Find the 
release notes here 
<https://github.com/JeffersonLab/build_scripts/releases/tag/2.16>. The 
changes are to support "advanced" versions of Geant4 when using the GCC 
8 module at JLab and when using CentOS 8.

This now the default at JLab.
