[Halld-offline] New release of Build Scripts: version 2.16

Folks,

There was a small bug in gluex_env.csh in this release. I fixed it and 
re-tagged version 2.16. If you have already checked it out, you should 
refresh your checkout of the 2.16 tag.

Thanks to Alex A. for pointing out the problem.
