[Halld-offline] [EXTERNAL] Dirac++ library now builds as standalone using cmake

Hello all,

In an ongoing effort to bring our standalone packages in Gluex into the
CMAKE build standard that is adopted by IRIS, I have now reconfigured the
Dirac++ library (github project Diracxx) to build under CMAKE. There are a
few changes to the setup scripts in HDGeant4 that have been pushed out the
HDGeant4 master branch. If you are building hdgeant4 yourself, you should
update both your Diracxx and HDGeant4 repos at the same time to prevent
errors in the build.
